DVCAM is not HD, so you can't put HDV on to it. If you render your project as SD DV, make sure your settings all match and you should be able to export it to tape using Vegas' settings. Having used the M15 with hundreds of hours of tape from dozens of different HDV cams, I can say it's highly unlikely it's the deck. Not impossible, just unlikely. It won't downrez unless you tell it to. It's digital, Jake.

N just means generic NTSC, for North America. The model specific to Japan is the J. Yours was probably destined for Canada.

The only difference might be the menus and the warranty, but in this case there probably is none.

If it's happening when capturing from tape, then it's a dropout and it's why people are moving away from tape. Dropouts are far more serious an issue when using HDV tape than DV tape because you can lose up to half a second because of the way it is compressed. If all is working normally with the Z5,...
