No, just try switching TC MAKE to REGENERATE. See what happens then.
Your minute of bars should take you from 00;00;00;00 to 00;01;00;00. Make sure you see the colons between the pairs of digits. If they are not there you are displaying User Bits rather than TC, which is another issue entirely.

What cam are you using? If it's something like the Z5, you have the choice of TC REGENERATE or PRESET.
Consumer cams nearly always reset to zero with each new tape, but higher level cams give you the choice.

Only in post. The FX1 does not offer SMOOTH SLOW RECORD, which didn't become a regular feature until the introduction of the V1/FX7 a while later.

The most common reason for this is as noted above, a settings mismatch in your NLE. That is, you have an HDV project set up but have Premiere set for DV capture or DV device control, or Premiere is correct but the cam is set for DV output or i.Link Conversion, or you shot in DV mode.
